[1.1.0 b938] Planetary Administration not giving adjacency bonus

The planetary administration building is not giving the bonus to adjacent tiles. This can be noted because the arrows on the tile did not show, the bonus is not accounted for neither on the tile screen neither on the detail of the adjacent tile.

I tested if it was due to slavery, but emancipating the pop doesn't fix it. Also, on the capital the pop is enslaved too but the adjacency works just fine.

I've noticed this too. You need to have a building to get the bonus, not sure if it's intended.

You only get the bonus if you have a building on the tile. One tile is empty, the other has the building under construction. Not a bug, move along

Yes I just noticed that on my own and came here to remove the rather embarrassing post. I apologize for the inconvenience.

On a second thought I'll leave it for the search engine to help others in the future.
