[1.1.0 (3613)] Sectors still not handling slaves correctly

Playing a slaver (Fanatic Collectivist/Spiritualist) empire and tried creating my first sector in 1.1.0.

Pause the game, create a new sector and add one planet, which has all tiles built and is in the process of growing the last pop. I give the sector 500 minerals/energy to start, set tax rate so it has a positive income, set to research focus and unpause.

Watching the surface tab of the only planet in the new sector, and what's the first thing that happens? The AI moves a slave to a power plant.

No mods used. No settings in the config files changed.
