that first link doesnt work, an error comes up, and the second link i dont understand i downloaded it but my EU2 still says 1.07

You need to install it

well it downloads to wherever your stuff normally dls to it differs with different system. You then double click the icon and it runs and an installation wizard.

yea i did that, i put it to my desktop yet i dont understand why its not working, what came up was something called "scenario editor" and i even tried opening that and it wont let me

Ok when your installing you dont install to the desktop but to your EU2 directory. The place where you initially installed EU2 to.

The default is iirc C:/program files/ paradox entertainment /EU2

Nah 1.09 should work on all game versions.
