If I correctly remember, this was buggy in this beta patch because in soloplayer, the vassal was sometimes the leader of the war... (and so, his master must make separate peace to make the global peace option avaible for it's vassal).
Now that we use the sames rules in SP and in MP of "Alliance leader is always leader of the war", it'll be ok (except if the vassal can create it's proper alliance with it's master, but i'm not sure that the AI use this diplomatic option as a vassal).
If this rule is expanded to all vassal, it will help to slow down a little major AI expansions...
