In my current game, the soviet union mostly uses single-division corps and runs out of leaders.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
I hope this is not true - because fighting leaderless divisions is no fun. If they use 2 division corps for each GenLt (or higher), they would not run out of leaders.
Japan also runs out of leaders if they have more than 100 corps - and because they deploy their units in single-division corps, they run out of leaders in 1937.
