There're two problems with levies in 1.08 I did not excounter in 1.07b:

1. Resuppling the levies when gold balance is negative (the balance of the player) results into
a. The gold costs for the reenforment is paid / substracted
b. No levies are added

Solution should be consistant with either do reenforce+payments, or no payments and no reenforments. As of now the mix of these two solutions doenst really work. To me, the logical option would be to cease both.

2. Resuppling levies in fleets has the same problem as 1.: it costs gold, but no forces are added.

No I think he's saying that when you are below 0 gold, and you have retinues reinforcing, they subtract the gold from your treasury (the cost to reinforce), but don't actualy provide any troops because you are at negative gold.

So you are essentialy paying to reinforce retinue but it is not increasing troops at all.

The same goes for when you have them on ships. The retinue costs money to reinforce, but the troops are never actualy added.

Atleast I think that's what hes trying to say.

I don't know if that is actualy true, someone should test it out...
