Problem -
De Jure kingdoms are drifting out of de Jure empires that haven't been formed yet. This leaves France outside the Empire of Francia, and Leon outside the Empire of Hispania, for instance. Eventually, the de-jure empires become so small that even a tiny kingdom can form them. For example, Scotland and England will drift out of Britannia, leaving the Empire of Britannia consisting solely of Ireland (because it's not made of independent kingdoms).
I'm reporting this as a bug because I find it incredibly hard to believe that it's WAD. It seems that this was a mechanism for Sicily or other kingdoms to slowly drift out of the Byzantine and Holy Roman empires, but somebody forgot to exclude the possibility of kingdoms drifting out of unclaimed de-jure titles.
