So I have Absolute crown authority law and my vassals can still wage civil war and holy war, is this crown law broke or what?

The simple answer is no not broken.

If you provide info I can tell you why you vassals do not follow your CA.

For example, vassals can always declare war on thier liege.

CA only affects De Jure vassals. Is that the case here? Also, a vassal can always declare war on his liege and some wars can be started from plots (these ignore CA).

faction wars and plot wars are still valid. The only things absolute authority prevent are claim wars, holy wars, invasions, excommunication wars, etc.
similarly, vassals of different kingdoms have different crown laws, even if you hold both kingdoms. Even if your primary title kingdom A is absolute, but a second kingdom title is at low, those vassals of kingdom B ca declare whatever wars they fancy, even against vassals of kingdom A

I would like some possibility to interact as an absolute monarch.

"Hey what are you to cunts... sorry... counts doing?"
"Waging war you say? I am you Emperor and I say stop it! You already have the land you deserve, the Land I gave you!"
"What? You do not want to? Well, let me show you how many troops I can muster."

Also I would like some way as an absolute monarch to stop my vassals acquiring titles like crazy or at least receive they money the pay for usurping someones duchy or even creating it. I did not destroy that duchy after the last independence war without reason...
