Straight 1.07 is a little harder but not too much. You have to pay a lot more attention to your BB rating and war exhaustion, but it's not a lot harder. Certainly a lot harder to conquer the world.
The beta makes the early game a lot harder for poorer states, major or not, especially if you have a lot of revolt-prone states and few tax collectors. The Timurids, for instance, are screwed from the beginning.
