1) It strengthens the Ottomans.

2) And it ties in with the argument that the core provinces are where you have an easier time to rule.

Can I at least repeat the proposal about Cultural tolerance sliders? I based this on the fact that repression of a culture seems to make it stronger while tolerance eventually makes it accepted in your country, but I would have to rewrite a lot of stuff to give you the facts again...
