I played Germany, saved, let the AI play it for three days, saved and took over Germany again and looked what had happened - he had queued new production orders which did not have any retooling time! Does the AI not suffer the penalties from retooling on purpose or is this another bug? Also I experience quite a number of ctd's from 1939 on.

Alright. You will surely have tested it in terms of balancing. However, it seems to be somewhat of a contradiction when you implement new features like the "free" promotion of officers by arguing that AI and Human player should play with the same rules and penalties. Of course they don't and likely they should not for a human brain is always smarter than the AI. I have tested the promotion scheme and it is nice but nonsense in the context of the game as it is right now. Human nations officers are way too strong.

I have tested the promotion scheme and it is nice but nonsense in the context of the game as it is right now. Human nations officers are way too strong.

Quick workaround - change human combat to -5 in the difficulty file and then you have solved the problem. If your leaders each get, on average, one "free" promotion then you will be right back to where you were in previous versions of AoD and HOI2. (But to complicate things, air and naval leaders only get a +2 bonus per level, rather than +5 like land leaders, so maybe you could compromise and give yourself -4 combat difficulty penalty).
