Province ID 1124 is not Moscow, but Ulaanbaatar.
Moscow is ID 572.

plz change to
control = { province = 572 data = GER } # Moscow is controlled by GER

Strange,in my last game as Japan im have got armistice with Soviets after my sucessfull offensive to Irkutsk.Communist Mongolia was annexed by me, her lands were transfered to Inner Mongolia (my puppet)

Im got borders with Reich,but,after bitter peace USSR was restored without European part and Siberia (my new puppet)

I got everything without German army in Mongolian capital,so means there another source of problem.As i said before,Soviets surrendered by event after success of North strike
