I'm not quite sure if this is the proper place for this, but one of the ministers for the United States uses the wrong image. The minister in question, Frank Knox, was the Republican nominee for vice president in 1936 and later became Secretary of the Navy under FDR in 1940. Knox died of a heart attack in 1944. Around the same time, another man by the name of Frank Knox was serving as a professor of economics at Queen's University in Ontario, Canada. He had been born in Canada and would live until 1977. The game, along with Hearts of Iron 2 and 3 (at least; I don't own HoI 1, so I can't check it), uses an image of the Canadian Frank Knox to represent the American Frank Knox.

To show this, I've attached a .zip file containing three images. The first, labeled "FrankKnoxCAN.bmp", is the in-game photo. The second, labeled "FrankKnoxUSA1.bmp", is a possible alternate image taken from a photo of the American Knox that I found on Wikipedia and which is in the public domain. The third, labeled "FrankKnoxUSA2.bmp", is another possible alternate that I think looks better, but is taken from a photo that had no easily found copyright information.

I hope I'm being of some help, here.
