Thanks to a little typo all american CLs and DDs are missing, i.e. can't use, their fire control brigades. (naval_fire_control_s was used instead of naval_fire_controll_s)

This was already mentioned some time ago. Will hopefully be fixed with 1.05. In the meantime it´s easy to add the missing ´l´ (although it´s a misspelling).
Quite some time ago it seems. It can easily be fixed. You can do that even with MS Notepad. Hadn't P'dox made this typo long ago in Arma then we wouldn't have this problem.
There's still a related issue here - many destroyers are unbrigaded, even those in production.
