This wouldn't work for much of the Third World. Africa is currently a net importer of food, IIRC. No-one wants to invest in these countries because of instability. Different story in, say, Vietnam- and these places are being developed.

Otherwise, it seems that Napoleon is right and we broadly agree.

Indeed, the only big food exporter in the third world would be... Brazil ? Is it even considered in the 3rd world ? India and China consume so much that they can't possibly be exporting, right ?

No, seriously, Africa might be net importer for now, they still should logically be super leaders in some products (cacao, cafe, bananas,ananas, etc...). Right now in France, subsidies still protect production of those in Guadeloupe and Martinique for example.

We could lower some tarrifs and subsidies, but it would only affect a few, already not so poor countries, like Southe America, Southern and Eastern Europe, etc...

It would not necessarily be a good idea to let the third world produce most of the food in the world, because the weather there requires more energy, more chemicals to produce, and they have an always growing population, using more and more land and consumming more and more food, so who can guarantee they will still export in 20 years from now ?

Sincerely, also, I am as much scared by genetically modified American corn, Thai chicken with the flu, and European mad cow. I think it is good to diversify the sources in such a strategic and vital resource as food. A little bit of protectionnism is not necessarily bad.

Also, I wanted to again insist on the fact (and again, it is moddeled in Vickie), that collecting income taxes is not efficient at start. People and companies incomes are harder to control than imports/exports. That is why 3rd world country's have most of their state income in tarrifs, and that is why, in Vickie, the tax efficiency keeps on increasing with inventions. At first I make 30%to 80% from tarrifs, at the end less than 1%. If it has become impossible to exploit tarrifs to make 80 percent of your income from it through most of the game, again, it is probably good and -needless to say- realistic.

Actually according to Economist, part of the reason that sections of the African population go hungry is that most rich (better off) local farmers prefer growing cash crops, esp for export to the West.

The Economist is also apparently a keen believer in allowing the 3rd world to catch up economically by lowering agricultural trade barriers. (Not that that's likely to happen any time soon)
