[1.03 RC1] 1936 scenario - weird european behaviour

hey there,
i just played my first 1.03 RC1 game. dh full 1936 scenario with japan. germany declared war on poland in may39 and tried to invade france in late 39.
they stopped exactly at the border of france(occupied netherlands, luxemburg and belgium). nothings happened for months.
when i looked at europe in late 1940, they had occupied lille and strasbourg, nothing more. france invaded deep into italy and only german help could stop them(i used nofog in this situation).
i looked in the savegame and france had a GDE of 0.06....i resumed the game and watched the german-france front. germany did not attack any province in 2 weeks. so i saved, deleted nearly all of france' landunits and loaded again.
germany still did NOT attack any of france' provinces...wtf????
the only weird thing was romania DOW'ing hungary, who was allied with germany -> ~20 german divisions in romania fighting...
anschluss, poland etc went normally.

i have no idea what the problem itself could be. my only idea was that there is an error in german ai files.

Do you have a save game where this German passivity is reproducible?

i changed the save game:
-70 dissent for france
-deleted ~1/2 of their units
-set gde to 0.01

when i start the game, germany does not attack anywhere in one month....

Thanks, it seems that German AI for some reason stuck to AI settings that are very passive towards France instead to switch to aggressive ones.
We'll investigate that.
