I was playing as the US in 1933 and near the end of '33 you get the option to release the Philippines through a decision as opposed to releasing them manually. I took this decision, and instead of getting a puppet the Philippines because a completely independent nation with 25 relations with the US. I figured it was just a freak occurance, so I loaded an auto save and did it again. Same thing. I then started a new 1933 game, same thing again. All in all I tried it about 5-6 times total and every single time they were released via decision they were completely independent. Now, I if I manually release them it works just fine. I checked some other 1.03 saves and the AI always managed to have the Philippines as a puppet, and when I started my next game I realized why: The AI manually releases them right away and never gets to use the decision.
