One planet had both a bronze age civilization and a presentient race. The game allowed my to start uplifing the presentient race as soon as the planet was within my borders.

Upon completion of the uplifting, the planet stayed neutral as a bronze-age civilization. And the uplifted race remained available in the race tab for further uplifting.

This can likely be exploited for infinite influence points.

I would suggest not allowing uplifting a race, if it isn't possible to transfer the planet to the player aftering uplifting is complete.
