Not sure if this is a bug. Playing as Germany i did Operation Seelöwe in 1940.
However, after puppeting England, they are completly demoblized and simply they that way.
This makes it impossible for them to defend their borders, which means that they get annexed
by Great Britain or the USA very quickly.
Shouldn't they have the same mobilisation level as me?
