[1.02 FINAL] Change division type ignores tech

Edit: Nvm, it doesn't upgrade through even though it says Mech is available when the tech isn't researched.

The option is there, but there's a "-" instead of a "+" before it to show that it is not available yet. There's a tooltip that explains it if I recall correctly.
