1.01b2 - german AI seems disinclined to build armor divisions prior to WWII

Tthe problem is that the German AI does not build any armor divisions until it has the 1939 medium armor tech. due the increased build times in DH, the AI is then short on armoured divisions for the invasions of France and Russia.

i think this is happening because the German AI isn't instructed to build any L ARM, and even with the doctrine researched ARM isn't available until 1939.

This is in contast to ARMA / AoD where the early tank models alternate between L ARM and ARM models.

It's actually kind of weird given that the early tank techs give M ARM brigades, but not ARM divisions.

Any way, I think the best fix would be too insert some less advanced ARM models that become available with the 1930 / 1934 / 1938 armor techs. Alternatively, having the German AI take an interest in L ARM in the 1936 - 1939 period should also help.
