Your Logic sounds good that you call the provinces by the city names on the big islands (Luzon and Mindanao) while you call smaller island by the island name (Palawan, Mindoro, Panay, Leyte and Samar).
Yes, I omitted intentionally Bacolod because this is the name of city and in-game it corresponds to 3 islands Negros, Cebu and Bohol. The name is displayed on Negros island and nowadays, the island right of this one (too thin to having anything displayed), Cebu is clearly the most developed of the 3. Cebu is the second city behind Manila in terms of size and industrial activities.
And I personally plan to go in Palawan for the Easter holidays
(the most beautiful island in the Philippines).
