In game, Exeter has a naval base sized 10, whilst Plymouth's naval base is just size 3.

Looking at the position of the Naval bases, it appears to be some small Cornish village, which makes sense for a size 3 base, but completely erases the largest naval base in Western Europe

Equally bizarre is Exeter having a base (Very close to the real HMNB Devonport) sized 10, odd considering there isn't a naval base (Bigger then Devonport) in Devon/Sommerset outside of Plymouth.

- Yeah I'm from Plymouth :p If I was from the Balkans it would matter ;)

Sorry :p

Here's my artistic interpretation.

Yellow: A Level 10 Naval base - In reality, there is no major naval base in the area.
Blue: Where Plymouth naval base should be - But obviously I don't imagine moving the base is feasible.
Red: A level 3 Naval Base - But because its in the Plymouth Province, it should be level 10.

Edit: Ooops, just realised I posted this in the bug thread rather then suggestions :(

Will be a bit "boring" to have both Plymouth and Portsmouth connect to the same sea zone though. I always thought Portsmouth was a bigger naval base than Plymouth, but I guess I may be wrong.
