[1.0.3] Plutocratic Oligarchy ruler died during elections and got elected

Description: The current ruler of my plutocratic oligarchy died during elections. At the end of the elections he was selected to lead the empire. The ruler page in "Government" is blank.

Steps to reproduce:
1. Boot title on PC v1.0.3 (48f6);
2. Start a new WT as a plutocratic oligarchy;
3. Have the leader die in the elections (after 40 years);
4. Notice that the dead leader may be chosen to lead the empire;
5. Also notice that there is no ruler leading the empire in the Government tab.
