Being Emperor of a protectorate is a hard job. When your Overlord wants to be splendid you have a hard time to say never. But AI is smart, it can say never without turning a... wait, there is no hair... no wonder he refuses ;)

Just to add to this. My loyal vassal also seems to be insane turning down free credits. The fact we have been in a very long and brutal war doesn't seem to matter. He doesn't want any help even for nothing in return.
