Vassalize an empire is always 60 warscore regardless of its size or number of pops. Looking at the files I see this which looks like it should be increasing the warscore cost by 1 for every 2 pops (meaning you couldn't vassalize anyone with over 80 pops):

It seems that vassalize was intended to scale, like in other Paradox GSGs, but seems to be bugged and static instead.
