[1.0.2 fc5e] Receiving penatly for going over core world limit, despite being within limit

I'm at 9/9 core worlds (with the subconscious consensus government). When I start to colonize a new world (colony ship has landed but not finished), I I receive the 10% penalty to energy and influence, despite not getting the usual popup and the core worlds number staying green at 9/9. When I save and load, the penalty is gone. When the colony finishes developing, i go to 10/9 planets, get the penalty again, and then can put the new planet in a sector to remove the penalty as normal.

I uploaded a save...but I'm not sure if it will be useful, since the bug seems to go away on reloading.
