After discovering a shielded fallen empire world and doing the special project, I got the isolated hut/admiral events. In the dialog with character all instances of (what I'm assuming is) the fallen empire's string is missing so you get a blank space where its name would be. Furthermore, the admiral doesn't have a portrait in the diplomacy/dialog screen and, once recruited, shows up wit my primary species' portrait in the leader list.
I believe the relevant event IDs are galactic_features.303 and galactic_features.304
