1. AI1 declares war against my direct neighbor (AI2)
2. I declare war against AI2.
3. I win the war and liberate all worlds (AI3) except for the homeworld of AI2
4. I vassalize AI3.
5. Ten years later I go for war (claim homeworld of AI2 for AI3)
6. AI1 is still at war with AI2 (see 1) and is sitting with an army on the homeworld of AI2. AI2 has no other worlds and has not captured anything of AI1. Hence I'd assume that the warscore is 100% and that the war doesn't end because AI1 is not able to get its' wargoals, because I've taken them in step 3.

I had a similar problem in a multiplayer game; in fact it seams to be the same problem.

I was in a federation together with my friend and two AIs. When one of the AIs was leader of the federation (lets call them AI 1), they declared war against another AI (AI 2).
AI 2 was attacked by a second AI (AI 3) and of course AI 2 lost this war. AI 3 liberated/conquered worlds from AI 2 which are a wargoal of AI 1. Hence AI 1 is winning, they won't make peace because they want the two remaining wargoals which they can not get by know.

This caused an unending war for the whole federation which already lasts for decades.
