Yes I assume that is why Crew Quarters also have no maintenance cost.

Do you have any serious argument why they would need no Energy produced by solar panels, no maintenance of necessary heat dissipators, no Credits to pay the crew, no breathable atmosphere, no food and water... while reducing the upkeep - aka Maintenance which costs Energy Credits - of docked ships significantly?
