I am not entirely sure if this is a bug, an oversight, or just something that is designed as intended.

But transports are stuck with the basic engines and it would be pretty nice to upgrade them, either by project or not.

(can't invade my neighbors planets. Sure, can probably dominate him into submission, but aside from that, no invasions)

Reposting my answer from another thread on the same issue:

"They actually are "designable", they just don't show up in the ship designer. That may seem like a meaningless distinction, but it makes a work-around possible:
Click the "auto-design ships" button in the ship designer after getting new tech and your transport design will get a updated, even if it's never shown in the list. Now embark an assault army and hit the "update ships"-button as you would for normal ships. Tadaa, shiny new fast transport ships.

Yes, unintuitive as hell. Transport ships should just show up in the list, but at least, this way you're not limited to slow transports forever until they fix it"

Yes, this works. The designed transporter is stupid in my case (no shields but full of regenerative hull), but at least it has the highest tier warp and impulse engines.

You also have to remember to delete the useless ship designs for the other classes the AI creates or you might get a bad surprise when you update your fleet the next time.

As a workaround, you can edit the "is_designable = no" line in the file "00_ship_sizes.txt" within the defines to "= yes". It doesn't effect the checksum so it's Ironman (and possibly achievement) compatible.
