[1.0.1] Resistance Bug: Divisions in state 0%

Some states I occupy are showing as "Divisions in state 0%". With the screenshot below you can clearly see there are divisions in the state.

It is most likely related to Soviet controlling one of the provinces, but it does come across as bugged, so I added the issue to our database.
