Description: I was on an unhistorical playthrough as Germany, wherein I set out to subjugate the world. I never invited another nation to my faction, but rather puppeted my enemies and split the world according to my puppets (e.g. USA was my puppet that held all of North America). As such I subjugated Siam and made it my puppet for the South-east Asian mainland, encompassing Burma, French Indochnina, Siam and the Malay Peninsula.
As I had subjugated all other great powers, save for Japan (which owned almost all of China and half of Russia), I moved my army to Siam to advance into China from the south, whilst my Russian puppet pushed through Siberia. I swiftly advanced into Japan, until I suddenly got notices of my fighter having no orders, because they redeployed to another airbase; as it turns out Japan puppeted my puppet through their focus.
I believe this to be a bug, probably overlooked because it was not anticipated that someone other than Japan would puppet Siam. From a historical standpoint this would also make no sense; I just moved more than 100 divisions of the most elite army in the world through their provinces and am overrunning the Japanese in record speed; the largest, most modern and most formidable navy in the world is deployed just off their coast; more than 3.000 modern aircraft were also stationed in Siam's proximity; not to mention that India was another puppet of mine and had more divisions than Siam on standby. Even if Siam resented me and wanted freedom, nobody would rebel with odds that heavily stacked against them.

Reproduction Steps: Puppet Siam before Japan does, ensure that their conditions for puppeting Siam are fulfilled and wait.
