I played as (fascist) Guangxi Clique and, via coup, created French Commune in French Indochina. I fabricated a war goal on them and declared war. For some reason French Commune controlled 100% of the Victory Points throughout. Fortunately, they capitulated anyway once I had occupied every single province of theirs. What happened next was surprising... there was no peace conference, all their territory went to France. France was technically in a civil war with French Commune but they had contributed absolutely nothing to their downfall.
