Current Behavior
German-Austrian Anschluss occurs while Austria is at war, including when Austria is at war with Germany.
Expected Behavior
Anschluss event cannot be completed while Austria is at war. Especially not while they are at war with Germany. Anschluss can only be completed if Austria is at peace, or at war and allied with Germany.

Additional Concerns
My major concern with this is that the Anschluss prevents one of the only expansion paths for a non-neutral Switzerland.
It's a very tight window to convert to Facism, justify war with Austria, and then declare war. You can usually get it about a month prior to the Anschluss. If allied to Germany they will always enter the war, but then the Anschluss will occur making the war meaningless, and if you're unlucky Switzerland will now be at war with Germany.
As far as other paths as a non-neutral Switzerland are concerned..
Going to war with France results in Germany creating a puppet nation or Vichy France as you are reliant on Germany to win that war.
Winning a war with Italy is impossible without help from Germany. As a Fascist as Germany will never answer a call to arms. Attempting to call Germany in to war is at best capped at a total of "0" total opinion (+20 for same faction, + 20 for relations, -20 base reluctance, -20 for opinion of Italy).
Attempting a war with Italy as a Democratic Country results in France being tied up with Germany, the Anschluss occurring causing Austria to push in from the east, and Italy to surround Switzerland indefinitely.
