This has happened to me before, but this is the first time I've gotten a solid set of saves for this.
Basically, what happened is that when I as the USA and GB defeated the German Reich, the Germans capitulated to the Comintern instead of the Allies. The Soviets weren't occupying any German territorry that I can see, it is all in the hands of the Allies. When I loaded the most recent autosave, and played until Germany capitulated again, this time they capitulated to me instead. Something funny seems to be going on, as I would expect the capitulation to happen the way it did the second time without needing to reload.
