I've seen strange or passive behaviour of the AI in front of empty provinces. In the event that you are not aware of, I'd like to show you what I found most strange in my campaigns so far.
You see below the Germans attacking in good tank-mot-inf order for a few months until it halts for months without attacking for many months at all -- in front of empty provinces. I tried to help the AI by moving units towards it, but it barely helped, as you can see. It went like this for another 6 months, in addition to what you see below, until Poland joined the Allies, and Germany declared war on the Allies, and so it behaved more reasonable.
A common exploit is to use empty provinces in order to slow down or even halt the AI, which proved to be handy sometimes. The AI works better if it is in front of units, btw. I guess if you fix this strange AI bug, the AI might be overall more agressive on the battlefield, i.e. Spanish Civil War or the Japanese in China.
The same front in July, May and April 1940. As you can see, the AI does not move into empty provinces, and when it did, it happened due to some major help on my side. Nor it attacking for nearly a year in this area. When I double checked the German side myself, I've seen dozens of divisions in this area for months.
