(1.0.1, 4d15) Elections on ruler death ignore Leadership policy

I was playing a game as the United Nations of Earth when my ruler died, and in the ensuing by-election I was able to elect a non-human character as President. I don't have the tech for non-primary species leaders, nor do I have that policy enabled. When the next regularly scheduled election came, I was back to only being able to elect humans.

Save-game attached, with a sitting non-human President and an ongoing election which is again restricted only to human candidates.

I am a little sad that Madam President Wilhelmina von Boyen won't enjoy a second term, to be honest. :(

I also had this happen. Militarist, Fanatic Materialist using Martial Empire as the government. Elitism negative modifier in effect from policy set to Primary Species only. The policies do not allow me to change this from Primary Species only it's the only option.

I research tech to allow Xeno leaders, but do not change the policy.
I change government type to Martial Democracy.
I go to war and end the war successfully to cede planets with xenos on it.
My leader dies.
In the election candidates, the faction xeno leader with agenda to restore all of the planets is available.
I verified my policies still don't allow any option other than Primary Species.

This happened 10-20 years ago, sorry it was not a current problem.

Verification that the bug exists in 1.0.2(fc5e)

In a new 1.02 game, my fanatic spiritualist theocratic republic was lucky and discovered a steam age civilization of xenophobic materialists on a nearby world within the 3 first years of the game. Target of opportunity!

I promptly conquered them, acquiring a planet of very unhappy people, but counting on them in the long run forgetting their hate and having their ethics shift.

Then in 2205 in the first leadership election I looked to see who the likely winner was, and to my surprise saw that it was the alien leader of the "Charion's Crystal Popular Front". :D

I took a save and let time pass, and, would you know it, the alien was elected ruler of the theocracy.

Policy settings:
Voting Rights: Primary Species only.
Leadership: Primary Species only.

...Guess I'll just have to reload and enslave. Easier to reeducate that way anyhow.
