So, my Indirect Democracy Civ recently annexed some aliens I'd enlightened. Naturally, they hated it and formed a independence faction. Next time elections come up, the faction leader ended up winning. Thing is, non-primary races cannot be leaders in my empire (yet) so I'm not sure how an alien can run, much less win an election in an empire where he can't recruited for any leader position.

Are faction leaders suppose to be exempt from any voting/leadership policies, or is this a bug and this guy should have been left stirring up trouble on his homeworld until Xeno Integration is researched?
