0xc00007b error

hello guys,

I am getting an 0xc00007b error when starting EU4, stellaris or HOI4 from the directory.
From the launcher, EU4 launcher launches normally but then does nothing but close the launcher when pressing play.
the launchers of both stellaris and HOI4 do not work.

I know this issue is normally a 32/64 bit problem and should be sought in my pc.
but I have other 64 bit programs and games that work just fine.
also all of these games, including CK2 work fine when on the old 32 bit patch.

I've updated the graphics drivers to the newest option patch.
I've reinstalled EU4 deleting the steam part and both the folder in steamapps completely and the documents folder as well and it has no effect.
by account of steam the dependacies are all there.
I've not got visual c++ 2015 installed but visual c++ 2017 is installed, both 32 and 64 bit.
all the other versions of visual c++ are installed.
I've run the directx program that comes with steam.
I've ran all the programs visual c++ programs that come with steam to make sure they are all repaired.

I'm on a rizen 5 2600 with a radeon 580 graphics card.
I can attache a dxdiag if need be.

What antivirus app do you use? Add eu4.exe , hoi4.exe and stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add them to the Ransomware "Apps Allowed Through" list.

I use bitdefender and the all of these games have been part of the games list for years and have worked for years

so I have looked around on the forums for possible answers, but adding EU4 to ransomware remediation feature, application access for safe files and as exceptions for antivirus in access scanning does still give the same error message

allthough it seems ATCUF64.dll is the error that dependacy walker gives as the first error if I load EU4 into that program to see what happens when loading the program

so it seems it works normally on my laptop with the same version of bitdefender and an intel i7 7700HQ and a nvidia GTX 1060

With BitDefender you ned to add the game/folders to its Safe Files feature as well.

So it seems I'm experiencing the same issues as WBever:
Since the last updates (EU4 1.29, HOI4 1.7...), starting from steam, only the EU4-launcher starts at all and all the (Eu4,Hoi4,Stellaris).exe files get me the 0xc000007b-error.

I have browsed the forums and hoped for updates to fix it, since the older game-versions worked fine.
So, at last, I exempted my entire steam-folder from my Avira Antivirus-software, but the 0xc000007b-error still remains the same.

That will certainly be an AV app issue. You may nee to contact Avira to see how to effectively let these games through, and allow them to write to the Documents folders.

You may also have Windows Defender active; add the games' .exe files to the Ransomware "Apps Allowed Through" list in WD.

I uninstalled AV and made sure all EU4/HOI4/Stellaris related files are allowed through the windows firewall, still the error remains the same, sadly.

The firewall has nothing to do with this stuff, that only governs external communications. Add the games' .exe files to the Ransomware "Apps Allowed Through" list in Windows Defender.

To fully uninstall Avira use the free Revo Uninstaller utility, as AV apps are deliberately made difficult to fully uninstall.

I checked again and found the randsomware-feature inactive. So i activeted it, added eu4.exe, to no avail.
Revo uninstaller did not find anything of my Avira AV left to uninstall.

If you have installed RivaTuner, RadeonPro, or a gaming VPN app called Evolve, or the MSI Gaming App, or Duet, disable it as it clashes with this game.

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/EU4/settings.txt.
From your Documents/Paradox/EU4/logs/ folder, attach system.log .

Going back to this:

EU4 1.29 September 17th
HOI4 1.7 June 4th
Stellaris 2.3 June 4th

I am mostly clueless. In the command promt I used "DISM.exe /Online /Cleanup-image /Restorehealth" and "sfc /scannow" as suggested here:

No, they each stoped working with the respective update. I noticed it first with HOI4 and went back to version 1.6.2 which again worked fine.
EU4 worked fine with 1.28.3. The error accured only since 1.29. which was later as you mentioned.

Please opt into the new CK2 beta version, which is 64bit also. Does that also fail?

If so there's something severely wrong on this Windows installation I think. f you get another bluescreen, write down or photo the exact text on the screen, that will help Windows support diagnose that problem.
