Thanks. Figured I was missing something. Though as is often the case this is also quite poor UI. If I need 30% intel, the game should probably indicate that the intel is a problem and put it in some other color than green.

Seems the fastest way to get more intel would be to bait out a fight. Might be hard with 0 ships on orders to engage from Japan though. Guess I should rush spies over there.

Tried hovering the battleplan? The game even misleads you into believing you indeed might solve the problem by commiting over 9000 ships and planes into the area. While it fact those are totally useless.

Spy network might work best/fastest, or you simply decrypt until its ripped.

I was able to get there via ship combat, though spies weren't far away. IJN was already a little battered from allies so convoy raiding it to bait out its fleet was enough to eek over 30%.

As usual the war vs Japan is lucrative. War score nonsense is in full tilt but as long as you can puppet Japan on some tiny pacific Island China doesn't take home isles. Still kind of nonsense that you can be the only nation taking core land on a nation and have < 10% war score when it capitulates. Most extreme case I saw was in mod game (that doesn't change score rules) where captured land AND casualties inflicted were both triple next closest nation yet war score was still < 40%.
