Because the Imperial Diet has been discontinued due to the State of Emergency, I do motion we advice the Emperor, who is currently the sole legislative power in this nation according to the Constitution, to institute a minimum wage, to better the state of life of the Japanese Common Man and to decrease the amount of militants in the country.

Yamagata (1895-1896): Hot Coals of Nationalism
A State of Emergency was declared in Japan following a decree by the Emperor in response to the rising militarism and violence in Japan. Emperor Meiji granted Prime Minister Yamagata emergency powers to handle the growing crisis, but issued a statement saying that he will pull the plug on NLP activity should the NLP continue to cause militancy among the population and further incite violence. Meiji made his point clear, bring back stability or face HIS wrath. Many satirist began claiming that Meiji had become the opposition to the NLP, but Meiji cared not for petty politics, he only cared about order. The fact remained that the Emperor needed to maintain control over his country, and not have some political organization ruin it.

Things remained quiet on the Japanese front. The riots and protests continued, but militancy had indeed died down. Socialists and radicals though continued to further their cause, and communists continued to gain support among the most violent of socialists. Deputy Prime Minister Tanabe Shinzou II managed the big events such as handling the riots and proposing reforms for the Emperor to pass. He left Minister of Education Kishiwada Yukio in charge of the rest. One decision that Yukio had to face was the decision to send an expedition to the North Pole. A contest was made global to see which country would be able to successfully reach the North Pole first. The reward was a large amount of prestige to the nation. Yukio, being Minister of Education, thought it would be an excellent idea in the name of science to send an expedition to the Arctic Circle. After all, if Japan could find the source of the Nile, what says that cant also reach the North Pole first?

While violence in Japan was starting to die down, Korea was another story. Civil violence erupted in Seoul causing wide-spread violence and death. Japan's army decided to wait out the violence before intervening, resulting in over 20% of the population of Seoul dying. The Korean people saw this as Japanese lack of care for their colonial subjects, and revolted. A Korean Nationalist revolt erupted across Japan as the Koreans organized and fought back against their oppressors. Governor-General Kusanagi Miroki ordered the rebels to be crushed. As of this moment, the rebels are severely loosing the fight in Korea with the Imperial Army suffering few casualties.

With the year deadline for the state of emergency approaching, many began to wonder if Yamagata would ask for an extended time of the state of emergency. The NLP had done its job to the Emperor's will, but riots and protests still existed throughout the country. The question is not if another year is necessary, but if another year is wanted.

((Let me bring something up before the game continues. Figuring it is a New Year, I thought that the time is right to discuss it. I have been noticing more and more recently that there is one mechanic of this game that is not broken, but generally unliked and seen as restrictive on the RP of the players, restricting what they can do in-game, and eliminating much of the Role-Play involved in this IAAR.

That is the specialty system. The idea of being forced to choose between a politician, an economist, or a militarist with no other choice.

I am brought back to the game Federation of Equals. It is an old game that died about two years ago, and it is widely considered one of the greatest IAARs to grace these forums. It did not have a class system, and the players got to choose who their characters were. There was no limit to the RP. I saw players go from the military to being senators, to being journalists, to being clergy, and all these different things. It made great RP and allowed greater freedom. This is what players want, freedom to do with their characters what they please, and not have mechanics bog the game down.

The idea of specialties restrict the player's freedom and hurt the role-play. The more and more I think about it, the more and more restrictive the mechanics of this game have been. Specialties tell the players what they can and cannot be. It hurts the RP of the game to be forced to pick what your character is instead of the player making its story.

A class system IAAR though can succeed if done correctly, and many people like the class system as an orderly format to allow players to do things a non-class game wont, such as be an economist and build factories.

I want to revamp the system though to allow greater freedom for you, the players, in deciding the fate of your characters. I want to get rid of specialties. However, there are two things preventing me from doing that:

I. The game has functioned for so long with a class-system for characters in place it would fall apart with their sudden removal.
II. There could be a majority in support of the class-system.

I is the greatest problem I face. If the class-system is removed, the game could collapse into chaos. That is why I am considering just restarting...

I am going to leave an OOC vote for you guys over New Years. It is fairly important to me that people vote on it. I am giving you all three options and abstention for the future of this game.

Restart: UtRS ends earlier then 1936 with a proper ending and not just suddenly. I start a new IAAR in a new nation without classes and modified mechanics to grant more freedom and be more RP-friendly to the players. I already have organized a team of trusted players to help me with this.

Revamp: UtRS continues till 1936, but I remove the specialties system and revamp many of the mechanics to make the last leg of this game more RP friendly.

Neither: UtRS continues till 1936 with the specialties system in-tact and no changes.

Whether it is in this game or another one, I want the players to enjoy their experience as much as possible. Should Restart win, I shall do a poll on the end date.

((To clarify, since there's some confusion, I believe we should all say what on Earth we mean when we say "or," since what Michaelangelo has in mind is quite different from what I have in mind. Personally, I refer to the first as a #1 choice, which, if it comes in third, gets transferred to the choice after the "or." Basic STV. This is somewhat confusing for Naxhi, and I think it's confusing for all the rest of us, as well. ;)))
