Word has reached me, even whilst on campaign in Chosen, in this quest to defend the Homeland and quash the impudent forces of Russia and Italy, during which I have found tremendous success, that the elements opposed to myself and my party, those aligned with parties we presently wage war against, for the sake of the Empire and for the sake of our Honour, have thus attempted to taint the Privy Council, the Diet, and the highest seats of Your government by emplacing a member of that other party in the office of Prime Minister. Your Imperial Majesty, I implore You, with weeping heart, to not entertain those opposed to the continuation of this war, thus far successful beyond all measure; we have, as the only Asian power, compelled two of the Great European Powers to flee before our armies, a feat never before accomplished. Their banners have dipped, their morale crushed, and their armies broken before our might – how then can we permit that other party, that faction of defeat, to undermine our great successes, to deny what we have spent a generation achieving – they speak of abandoning the Philippines, of reducing our rightful influence over Chosen, of defunding our military (even in these days of war!). Surely then, You cannot permit the whims of the peace elements, the defeatists within the Privy Council, those who have at last broken with the will of the People, the Diet, and Your Imperial Majesty to further dictate the policies of this nation so ruinously.

It is out of sheer desperation, for the sake of our Homeland, for the sake of Your Imperial Majesty, that I request that I, as leader of the National Liberals, Your Steadfast party, as Your most devoted servant, retain my present office of Prime Minister – it is in keeping with the popular will, it is in line with the needs of the State (for surely a man such as a Satake, whose line cost your Venerable Father victory many years ago, and rose up against You in those dark days of civil strife, is not fit to replace a man of martial disposition and experience in all matters of state in time of crisis).

Now that he had galvanised the Privy Council to actually do their job, Uesugi revoked his own vote and returned to Chubu to see to the birth of his first grandson.

The situation presented to the Empire is a dire one. Even as we speak, Russia and France are merging troops to advance on our own colony in Korea, and Spanish galleons raid our trade routes. Russian troops are pressing into Borneo, British influence is spreading throughout South East Asia, and the United States is looking to us to further its "destiny". The last thing our people need at this time of great history is a government change, and a radical one is not an option. It is in our power, through all these reasons, that Date Munenari be appointed as Prime Minister of Japan. We pray that the Marshall Prince will end this conflict, and restore peace and grant glory to the Japanese lands. The ancestors command that we be victorious!

It is in the interests of this party, due to our clear and apparent disenfranchisement by the NLP-dominated establishment, that we should endeavor to make a statement against the inefficient and disastrous decisions which have left our nation morally, and, at times, financially bankrupt. It is plain and clear that the only way to show the Japanese people the horrors and corruption of their government is to refuse, as a whole, to take our seats in the Diet. In the interests of preserving some semblance of order in the midst of the chaos caused by unreasonable and malevolent forces, it is vitally mandatory that this caucus of the nation's largest political party be called. While I do formally introduce the motion for members of the Jiyu Minken Undou to engage in a policy of abstentionism for at least the duration of this war, I do invite other members of this esteemed party to forward their own proposals as to how our party might make clear that Japan is a nation free from chains- it was, and still continues to be, my dream that I, as a Japanese man, might go out to the nations of the world and say this... "It is not through brute force, nor through the guiding hands of external authorities that Japan has taken its rightful place as a glorious nation, but instead through the will and passion of its citizens- the finest in the world."

At this moment, I will open an expedited vote upon the policy of abstentionism, although I urge members to put forward any other proposals at this time, that they may be debated after this first vote.

Background: The nephew of Hajamoto Yoshihiro, Kiyotaka is the closest living relative of the economist. He was born in 1848 near the city of Edo, his father had helped run the family business but as more and more Nanban arrived with exotic wares it became harder to make a profit. When war broke out in 1860 he fled the city for the lands of Uesugi, supposedly a peaceful land. He grew up as a farmer, toiling the land to survive; that changed with the rise of the Hajmoto Zaibatsu. He returned to Edo to be with his Uncle; as the man forced his way through the political fields of Nippon the young Kiyotaka watched and learnt. Eventually the adventurous youth grew bored with the works of his uncle, and when presented with an opportunity to travel to distant lands he snapped it up. In 1874 war had broken out between Nippon and Chosen, Kiyotaka jumped at the chance and enlisted. When he returned he was a changed man; not only had his leg been permanently injured, freeing him from further service, his mind had been scarred by the war. Now firmly anti-military Kiyotaka entered into the world of politics, lessons learnt long ago came back to him. The death of his uncle and the inheritance that came with it was the chance of a lifetime.

To the leader of His Majesty's Loyal Opposition,

I have been recently made aware of rumours circulating around the press galleries and drawing rooms surrounding our hallowed Diet - and for all I know they may be nothing more than that - that you are renewing your earlier call for the opposition to adopt a policy of formal abstentionism until the next election. If indeed so, then I am writing to urge you to reconsider.

These last few days have been trying times for us all. Lords Date and Ito have first engineered a political crisis by invading Spain and then used that crisis in a most scurrilous manner to manipulate the Emperor with the intent of entrenching their own power, overriding the democratic will of almost half of the Japanese population who voted for the Jiyu Minken Undo - more than for any other group. Naturally you must feel a duty to the nation to oppose Lord Date, but I implore you: abstention is not the way.

No doubt Lord Date has introduced a democratic deficit since coming to power, but abstentionism will only entrench this deficit, not repair it. I remind you that you are not merely a member of the Diet, but the elected representative of a constituency; a constituency who has elected you, and your father before you, faithfully, election after election save one, despite changes of party affiliation and which forgave you your brief youthful infatuation with Socialism a few years back. Just as a samurai owed his loyalty to his lord, so does a member of the Diet owe his loyalty to his lords - the Japanese people, and you betray as opposed to serving these people if you deprive them of representation in their parliament.

To deprive almost half of Japan her representation in parliament will not strengthen their faith in democracy nor weaken Lord Date's resolve, quite the opposite in fact. I remind you that your first attempt at abstentionism was met with mirth from those sitting across on the government benches (and I know, as I too was sitting there at the time) and achieved little else than to allow Lord Date extra rein to pass legislation and to make the then leader of the opposition a laughing stock.

At this most crucial time in our nation's history, Japan needs a leader capable of standing up to the abuses of dictatorial power undertaken by the current Prime Minister, of facing him on the democratic field of battle. You are more than capable of being that leader, but you will not vanquish Lord Date through tactical retreats, or by ceding to him the high ground.

((Your friendly GM here once again with a suggestion for some mechanic overhauling. I know this probably bothers you, but I have been getting complaints from people that there is not much to do when not in government. I want this game to be enjoyed by all. Here is what I am suggesting:

I. Politicians get a New Ability: Politicians in the opposition can rally the population against the government that is in power, rising the MIL and CON of the population per politician. It will be small per politician, but if the politicians act collectively, then it could become a problem for the government. The politicians in government can also try to counter this by rallying the population for the government, eliminating the MIL and CON from the opposition rallies and possibly lower MIL and CON altogether. However there are two things to keep in mind. This may be used once every election cycle for each politician. Also, there is a chance your rally may backfire and do the reverse effect then intended.

II. Revamping the Economic Wealth Bonus; Introducing Lobbying and Funding: Lobbying and Funding are the same thing, just used at different times. Both have the economists spending a fixed amount of money to earn more VP. They can get a max of 4 extra VP. The amount spent is to be determined by me. Funding is when this is used for elections, and may cost a bit more then lobbying. Lobbying is when this is used for simple Diet votes. This would make cash more then just a notation for who is the wealthiest. After all, not much use for 100000 yen when you can't spend it!

III. Demagogue Abilities for All: You want a way to REALLY spice up the RP of the game? Shoot a player to kill them is the best, perhaps plant a bomb at a rally to stir up some additional MIL. Assassinations, bomb throwing, and other dangerous activities can be used by all players. However these are dangerous to use. Success will lead to change, but if you fail, and then get caught, you may not live to continue further. You have a chance of escaping should you fail to complete your objective, but government investigations may lead straight back to you. The higher the rank of the person you are after, the harder they will be to kill, and the bigger the target you try to bomb, the harder it will be to bomb.

IV. Changing the way I Round: I have been mostly rounding regional VP per region to the nearest whole number. Upon further analysis, it may be better to round to the nearest tenth then the nearest whole number

So yea these are up for consideration and I shall post them with the start of the next ballot))

((Number 2 is the only one of those I really like. I do think that there should be more things for politicians to do, but they should be things apply to all politicians, whether they are currently in government or not.))
