To the honorable Governor-General of Korea:
Congratulations on your recent victory, sir. Now that the Korean question has been resolved in your favor, I wish to heal the wounds that Korea has brought between our two parties and bring us back closer together in mutual cooperation; after all, what good is a house divided against itself?
First, I strongly urge that you preserve the culture of the Korean people you preside over, namely by teaching both Korean and Japanese language and culture in the schools to produce loyal Japanese citizens while also keeping militancy low by making them know that while they are Japanese citizens, their way of life will not be exterminated. Correct me if I am wrong, but has the Korean culture proven incompatible with modernity and our shared goal to liberate Asia from the gaijin?

I submit the following bill for review by the Diet:
The Reform of Health-care Act
1. All Japanese citizens, including Koreans, will be provided with basic medical coverage, allowing them to seek medical care at the nearest hospital and/or clinic, which will be staffed with professional doctors and nurses trained through the Imperial University system (see Reform of Education Act). There are no penalties for not enrolling in the healthcare program, and enrolling is free.
2. The government will pay for a fraction of each citizen's medical expenses using taxpayer funds. This fraction is inversely proportional to the citizen's yearly income (poorer citizens pay less than richer citizens, within reason).
3. Hospitals and clinics shall be set up in areas where they are most necessary (rural, low-income, etc.).
