Federation AI fleet not working

Game Version
2.6.2 (e132)

What version do you use?

Steam

What expansions do you have installed?

All

Do you have mods enabled?

Yes, a mod that allow a galaxy of 1500+ stars

Please explain your issue is in as much detail as possible.
the allied fleet is doing nothing and seems to be stuck between two systems mooving, endlessy between them ,like it cannot decide where to go.

Steps to reproduce the issue.
1) Load the save game
2) locate the two system i highlighted on the screen (the fleet is in kosk
3) watch the allied fleet

After continuing the game a bit it seems that those fleets stop to loop between the two system.
But the AI in charge of the federation fleet seems to do nothing at all, i mean really nothing ... (while it's the most powerfull and the one who declared war in the first place)
