Practical - End of 1937
- Mein Führer, as OberBefehlshaber der Marine, it is my duty to point out the great difficulties we're facing up. We simply don't receive enough steel for our naval constructions. We currently have 4 battleships/battlecruisers under construction but we have ressources to work on only 2 of them at the same time. I don't even mention our aircraft carrier "Graf Zeppelin" which construction had to be stopped due to lack of materials.
Only one heavy cruiser, among the 3 planned, can be worked on, as well as on 6 destroyers among 18. Under such conditions it will be impossible to finish our current constructions within the time limit, not to mention all the other units the Y-Plan...
- That's your second version, isn't it ?
- Jawohl, mein Führer. The first version, the X-Plan has been rejected by Reichsminister Schacht.
- I'm afraid this one is quite too ambitious either, Admiral. 4 aircraft carriers seems ok to me but 10 SH-Battleships... Come on, Admiral !!! Don't you think it's a bit too much ? I'm telling you : work out a reasonnable contruction plan and I promise to give you my full support. I want to see the final version of this plan, the Z version, for the end of next year.

The planned TOE of the U-Bootswaffe
The good point is that the u-boats construction is on schedule : by 1939, we're going to have 7 flotillas, each 6 to 12 boats, at our disposal. One of them is a training flottilla and 3 are equipped with U-Boot type II for coastal operations solely. It will leave us with only 3 ocean-going flottillas, of either type VII or type IX... 30 boats all together.
The transport vessels construction is almost done. We're currently thinking to arm some of them as "Hilfskreutzer", just in case...
Training is also a major concern. I've ordered a full training programme but, as almost all our research projects, it has been postponed due to lack of money. Our missions in the spanish waters showed us some weaknesses which must be corrected !
How are we suppose to compete with the Royal Navy without training and obsolete equipment, mein Führer ?

Göring, what about the Luftwaffe ?

- Mein Führer, the Luftwaffe is in good shape. The production of new aircrafts is on schedule although it's quite true that about a third of our air forces is made of old models, fighter He-51, bombers Ju-86 and Hs-123, which need to be replaced. We've seen in Spain that these aircrafts don't match the last soviet models like the Polikarpov I-15 or I-16. Unfortunatly, it will take some time...
Our new models, on the other hand, are giving full satisfaction.
- I've heard that Staatssekretär Milch wants to develop a strategic bombers force. What do you think of that ?
- Mein Führer, we don't really need that. We have planned a bombing force of over 1500 aircrafts, which is more than enough to turn every enemy city into a piece of rubbles. The first tests we've conducted in Spain are very conclusive. Besides, building a strategic bombing force would required at least 400 aircrafts which is far beyong our current industrial capability, not to mention all the attended research costs...
- Well, I'll have to trust you on that point, mein lieber Göring. However, I asked Staatssekretär Milch to conduct a study on that. What else ?
- A significant effort in training has been made in the last 2 years, mainly for the naval aviation. Its current level of profiency is now as good as the rest of the Luftwaffe. We try to carry on that way but with so many pilots to train, it's going tougher and tougher. Using the opportunity of our engagement in Spain, we have set up a rotation programme for air and ground crews so that the greatest number of personal can get some real combat experience. The first results are promising.

Luftwaffen Doctrine and training update - 1937
On the other side, this current "bed test" is showing us the importance of a good air support to the ground troops. The dive bomber Ju-87 "Stuka" might be one solution but we also need fighters capable of providing air cover as well as close air support. Because the prototype of Heinkell isn't giving full satisfaction, the ReichsLuftfahrtMinisterium has asked both Messerschmidt and Focke-Wulf companies to make a study on this kind of aircraft. Once again, it will cost time and money before we can get some results...
- What about the airborne force ?
- We have made progress but there's still a lot to do : some research must be carried on, mostly concerning material and doctrine. The troops have been selected and their training has begun but we're running desperatly short of transport airplanes. I'm afraid it will take an other year, may be two, up until we can get an airborne force worth mentioning.
- Keep focus on that, Herr ReichsMarschall. I expect to see some results by the end of next year !!!
GeneralOberst von Fritsch, the state of the Heer, please...

- As GeneralFeldMarschall von Blomberg told you, mein Führer, the Wehrmacht isn't able to go to war right now. However, we're making steady progress in all fields. No need to point out that our major restraint is the incapability of our industry to fullfil our demands. Concerning modern equipment for our Panzertruppen, the situation is even critical.
- Explain !!!
- Mein Führer : the decision to arm some SS-formations might have a good political reason but giving them priority on modern equipment prevents the Army to equip its own motorized formations. As a matter of fact, none of our planned motorized infantry divisions are fully equipped and our existing 3 Panzer-Divisions are supplied with old material. The other 3 planned Panzer-Divisions as well as the 4 light Panzer-Divisions are even in a worse state of readiness.

ReichsProduktion and reserve divisions - 1937
- On the other hand, mein Führer, our conventional forces are in good shape and are expanding as planned. Most of our Landwehr-Divisions have now reached the standarts of normal infantry formations and could be now considered combat-ready. All together, it's a force of about 20 divisions !
We also have completed formation and training of over a dozen of new infantry divisions, which would be available in case of mobilisation. This number is expending as scheduled.
The 1. Gebirgsjäger-Brigade (mountain) has just conducted its first exercice near München and is now operational. The same is also true for the 1. Kavallerie-brigade.
The special training programme has also begun for the planned 22. Luftlande-Division (airmobile) but as Herr Reichsmarschall Göring told you, the lack of means prevents us to give them all what they need. still, the cooperation with the Luftwaffe is very good and the same goes for the Reserve Army.

Army doctrines as on November 1937
- Nothing to complain about training, mein Führer. Now that we have enough weapon specialists and officers, all our formations have met the required standarts. Men are proud of what they're doing and their morale is quite high too. Needless to say that the remilitarisation of the Rheinland played a major role on that. Nevertheless, as I told you before, material and equipment remain a weak point.

Stand of researchs - November 1937
The Heereswaffenamt (German Army Weapons Agency) is conducting researchs and tests on new infantry equipment but it's quite useless if our industry isn't able to produce those equipments for our troops.
- Let this be my concern, Herr GeneralOberst, but I take good note of what you said.
Mein lieber von Neurath, any news on the diplomatic front ?

- Mein Führer, as you know, the death of hungarian Prime Minister Gyula Gömbös last year, as well as our "dispute" with Italy concerning Austria, prevented our two countries to come closer together. But obviously Regent Horthy insisted on this reconciliation and we now have the confirmation that Hungary will join the Axis real soon. Hungarian officials will come to Berlin and a signature ceremony is scheduled on the 9th of November.

- We're making progress, mein Führer. Now that we have, unfortunatly I have to say, stopped our cooperation with China, the relationships between the Empire of Japan and the German reich strongly improved. I'm just afraid our new japanese friends are quite too busy with the war in China to engage serious negociations with us...
- What's the situation up there ? Are the japanese forces in trouble ?

Chinese front - 1937, November the 5th
- Not at all, mein Führer. It is quite true that the japanese forces suffered a major defeat west of Macao. They've tried to land troops down there but got anihilated. However, they're making progress everywhere else. Beijing, Nanking and Shanghaï have fallen and Canton is threatened. I have to point out that japanese troops seemed to have perpetrated massive civilian massacres in Nanking, which horrified the public opinion throughout the world. We should take our distance from such a behavior if we don't want to upset other countries, mainly the USA.
To sum up, and according to our military experts, only supply concerns could stop the japanese forces now. Obviously, our previous cooperation with China wasn't sufficient enough...
- 'See ? I've told you the Japanese are the allies we need ! What about Spain ?

Situation in Spain - 1937, November the 5th
- The Nationalists avoided a complete disaster but they are still in a critical situation. The Republicans are pushing toward Bilbao and Malaga and they're now threatening Madrid. Admiral Canaris reported me that a fall a the Capital is to be taken in consideration. It is true that the Nationalists have formed new divisions but it will take some time to have them fully combat-ready.
- We're going to increase our help to General Franco. Now that we're involved, the German Reich cannot afford a political defeat in Spain !!!

Actually, I'm not as skilled in writting as [post=10313271]Uriah[/post] (at least in english ! ) or as good in graphism as you, [post=14003937]robw963[/post], but sticking to History is my stuff when I'm playing. Therefore... This !
Up to now, things are quite "simple" to manage but the more the game will advance, the more it will turn into an organisational nightmare.
And that's soooo good !

Should this be possible with Black Ice also? I mean are there the same units as in Didays Ice?

It mostly depends on the type of units and events (In some modds, the course of events won't make it possible but SF/ICE 3.3.4 does).
Otherwise, the game mechanic stays the same and it's just a matter of historical knowledge, researchs and (mainly !) time and patience.
For better informations, you can ask Panzeroo.

I have looked around and i have seen that the units are for 95% the same so it should be possible to play this AAR also with Black Ice

Situation in Spain - January 1938

As you can see, the republican offensive is still going on. Heavy fighting have been reported in the outskirts of Madrid and apparently, it's just a matter of days until the capital falls. Malaga has fallen too.
- These aren't good news, Admiral...
- Sure they aren't. But the situation is more complicated and less hopeless as it appears on the map. The Nationalists have brought their reserves and started several major counter-offensives. In the North, they've stopped the Republicans in the vicinity of Bilbao and they're now pushing them back. They're also developping a major thrust south from this city and republicans forces are in full retreat. I won't be surprised if the Nationalists use this salient as base of operation to rescue Madrid from the North.
- Yes, but...
- Malaga has fallen, it's true but the tide is turning in the South too. Thanks to our fuel delivery, our aviation in Sevilla is again able to support ground troops and I feel confident the Nationalists will take back the city real soon. As it appears, the situation evolves as I've forseen it.
- I hope you're right, Admiral. We've invested a lot of political capital in this spanish affair. We can't afford to lose...

The time has come for Austria to join the Great German Reich.
Thanks to the good work of your agents in building up the organization of the Austrian NSDAP, mein lieber Canaris, and the good job done by you, Herr von Ribbentrop, and your predecessor Konstantin von Neurath, we are now in position to put strong pressure on the Austrian government of Chancellor Schuschnigg.

Getting prepared for the Anschluss
As you all know, on March the 9th, he has announced a referendum whereby the Austrian people would decide for themselves if they wanted to be a part of the Great Germany. We cannot simply stand by while Austria declared its independence by public vote !!! Furthermore, as he believed younger voters are supporters of the Great Germany Ideology, and in order to secure a large majority in the referendum, Schuschnigg set the minimum voting age at 24.
Under such conditions, this referendum would be subject to major fraud and that, meine Herren, Germany shall not accept it !!!
An ultimatum will be sent today where Chancellor Schuschnigg has to call off the referendum and to resign from his position as Chancellor and hand over all power to the Austrian National Socialists led by Arthur Seyss-Inquart. I feel confident Austrian President Wilhelm Miklas will appoint him, even if reluctantly.
In case Chancellor Schuschnigg don't concede, I've issued orders for "Unternehmen Otto". Our troops will cross the border and enter Austria at 0100 on March, the 12th. If he resigns, no doubt his successor, Herr Seyss-Inquart will ask for German "help" in restoring order in Austria.

We won't find a better opportunity, meine Herren !
2 days ago, the entire French government had resigned. France is not in a position to oppose the invasion.
Britain is having its own political problems. Anthony Eden, the Foreign Secretary, had resigned over Prime Minister Neville Chamberlain's decision to open negotiations with us and Italy.
Furthermore, the British population are against the idea of another European war. For the majority of the people up there, the Anschluss won't be seen as a threat to Britain or its interests and, as our both nations are German-speaking, there is a sense that there is no good reason why Austria and Germany shouldn't unify..."

The road to Wien
2 main columns will advance toward Wien. The 'Panzertruppen' under General Guderian on the left side of the Donau River and the XIII. AK under General von Weichs on the right side.
General von Schobert's VII. AK will provide them cover on their right flank while advancing toward Klagenfurt and Graz.
Units of the GrenzschutzAbschnittKommando 10 will fix austrian units in the Tyrol Region.
The whole operation will take place under command of General von Bock's HeeresgruppenKommando 3. Here's the units organization chart :

Unternehmen 'Otto' - OoB
- Excellent work, General Beck. I know you were against this project last year and I'm glad to see you've changed your mind. Again, very well done ! This will be the first big test of our newly formed Wehrmacht and I'm quite sure General Guderian is impatient to play with his new toys.
- I sincerely just hope no real fighting are going to take place. I do not feel really confident about the organization and coordination of our units.
It's not like we've done in March '36 in Rheinland. At that time, we just move elements of 3 divisions. Motorized warfare is far more complicated than the old school of infantry warfare and it requires much more logistical support too. Despite our efforts and progress in logistic, see all the supply and fuel problems we already had just transferring our units in the area ! We moved them too late and now our stockpiles in the region are too low. If anything ever go wrong...
- You think about the reaction of France and Great Britain ? The Führer is fully confident they won't move as they didn't move at all when we remilitarized the Rheinland.
- General Keitel, I'm not afraid of their reaction, at least now, and I didn't question our politic of expansion toward Austria as well as toward the Sudetenland but I've read the Hossbach Memorandum and I assume you did it too. Sooner or later, there will be a war against France and Great Britain, believe me. Do you really think the USA will stay quiet if this happens ?
And what about "our" OstPolitik ? Do you expect the USSR will let us do what we want ?

- "General Fromm, Unternehmen 'Otto' has been a total success. Austria is now part of the Great German Reich.

Anschluss is now a reality !

However, a question remains opened : what to do with the former austrian Army ?
- I've spoken with General Keitel about that... at least for some part. We're going to reorganize our armed forces down there.
Most of the high-ranking officers of the former austrian army will be integrated into the General Staff (the austrian Army Group HQ will become a german Heeresgruppe HQ 'Nord').
Their Army HQ will become the HQ of the new Wehrkreiss XVII. (military district) "Österreich", based in Wien and from their 3 Corps HQs, we're going to form the XVII., XVIII. and XIX. AKs. The latest will be a motorized one, to complete the newly created XIV. and XV. AKs (all mot.).
I've told Guderian that his Panzertruppen HQ will be renamed into XVI. AK (mot.). He will also be in charge of the austrian "Schnelle Division" ; no doubt he will use it to form the structure of an other Panzer-Division.
The XVIII. AK will also provide enough officers to create the staff of an other Wehrkreiss - WK XVIII. "Steiermark" - based in Salzburg. These 2 new Wehrkreise will manage 4 reserve- and/or replacement divisions, including one mountain reserve-division.
- Sounds good... It was also my intend to use this magnificient opportunity the Anschluss gave us, to reorganize and to developp our Gebirgstruppen (mountain troops) :
By adding the 98th Gebirgsjäger-Rgt, the 1. Gebirgsjäger-Brigade will now be a full division. And then, by using elements of the 4th, 5th and 7th Infantrie-division of the austrian Army, we will be able to form the 2. and 3. Gebirgsjäger-Divisionen. Doing so, we just need to give special training to one regiment only. The problem will still be the special equipment, mainly artillery, but we're working on that.
I was thinking of GeneralMajor Feuerstein, a former austrian officer, to take command of the 2nd Geb.-Div and Oberst Dietl, one of the most capable german mountain specialist, for the 3rd. He will be promoted to GeneraMajor next month.
- It's a good idea to use austrian officers as division commanders. I might use some of them too. Their experience in mountain warfare is very valuable.
The former Bundesheer had 2 full divisions : we're going to use them to form the 44. and 45. IDs, stationned down there. No doubt they will be combat-ready very soon.
- Fine ! With the remaining austrian units, we should be able to create 4 IDs as well, but we're going to reinforce them with 4 Infantry Regiments to have them fully combat-ready.
- I'll take care of that, General beck.

Integration of the Bundesheer
One last thing, btw : It is my intend to disband the BorderGuard Command 10 (GAK 10) which is no longer useful. The staff will be sent to Hamburg as GeneralKommando zbV so you can use them as you wish. The troops will stay in the area to form the 537. and 538 IDs zbV. They'll respectively take care of the Swiss and Yougoslavian borders.
- What about the 97. Landwehr-Division ?
- General Beck, the 97. Landwehr-Division is currently performing intensive training : very soon, we'll be able to make it a fully combat-ready infantry division. I'm afraid you're going to need it in a very near future...
- You mean because of the growing crisis about the Sudetenland, General Fromm ?

- Not at all, Berger, not at all. But I've just met GeneralOberst von Brauchitsch and he told me about the integration of the former austrian Bundesheer in the Wehrmacht. I think we should do the same. I want my own slice of the cake...

Pardon me, Herr Reichsführer, but if we do that I'm afraid the Army Top Brass will go berserk... Look at their reaction when we created the "Totenkopf" division !!!

- Soooo... In almost a year, we barely get enough material to equip ONE motorized regiment of this division. The other two are still on foot and the artillery regiment is just a dream. Of course, the Army doen't oppose us opened resistance - they are too smart for that - but the result remains the same : they're scr.... us, Herr Reichsführer !
- Exactly, Berger ! And this has to stop ! According to our "agreement" with the Army, we are allowed 5% of yearly available manpower... only 5% !!!
That's not even a single division in a year ! I'm tired of begging for alms and we're going to change that !

- What about "foreign recruitment" ? There are plenty of "Volksdeutsche" in Europe, who are not, legaly seen, german citizens but who surely fulfill our criterias. If we could find a way to attract them...

New recruiting policy
- A great idea, Berger !!! Take care of that. In the meantime, I'll go see the Führer to get his permission to create a new SS-Regiment among the austrian population. Situation in Spain - March 1938
- Here it is, Herr Reichsminister : the republican offensive has come to an halt. Madrid has be taken but I doubt the Republicans will be able to keep it very long. All over the front, their troops are retreating. The nationalist have taken back Malaga, cleared the region of Bilbao and they keep pushing.
If the situation keeps evoluting that way, the Republicans will be forced to evacuate Madrid or they will be surrounded.
- Very good ! And what about our japanese friends ?

Southern China - March 1938
- We only have fragmental reports from the situation in North China but everything seems to be ok for the Imperial Army.
- And in the South ?
- They're doing well too but the chinese resistance is quite fierce. Nevertheless, the japanese troops managed to encircle some chinese divisions in Wuhan and they're pushing toward south from either sides of the Changde lake.
They're approaching GuangZhou (Canton) but due to their disaster westward from Macao, they're quite outnumbered in this region... for the moment. Japanese reinforments are on their way but we'll have to wait the fall of Wuhan to get a more accurate picture of the situation.
- I'll report that to the Führer...
Haa.. One last thing, Admiral : I would like you to increase our presence in South America. Now that we have portuguese and spanish facilities all along the african coast, it could be useful to have some friends on the other side of the Pond.

I think it's great how you're giving us great color with both images and dialogue. And wow! really impressive update spasm Nicegil...it's a total feast for the eyes. I enjoyed how you dealt with the issue of the Austrian Army being integrated into the Heer...but I have to confess, I sort of miss the HOI2 days where you actually got some units out of the deal.

Do you prefer the way I presented it (see above) or a more synthetized form (roster), may be with more informations but also quite "heavy-going" ?

I'm still unsure about the right form (style) this AAR should have.
Up to now, these short dialogues seem to fit their role i.e. giving the reader required informations on the game-play and historical development but without "flooding" him. After all, it's just an AAR and not an history book...
But if you want me to develop some specific point and/or situation, do not hesitate to ask for it.

Since I never played HoI2, I'm not quite sure to follow you...
What you see above is the list of units a german player receive when the Anschluss is completed (roughly 8 divisions + HQs and armored train). He then just have to reorganize and to integrate them in the Wehrmacht.
On an historical point of view, a similar event should happen after the fall of Czechoslovakia. At that time, the german Army "received" enough czech material to equip 12 divisions (ID 251 and up)...
