I:R - Changes to START_DATE not registering with mods

I created a mod with a different START_DATE. Changed in the mod file 00_defines.txt. No effect.
I changed START_DATE in the game (vanilla) 00_defines.txt. Now the change takes effect.
It seems like the 00_defines.txt mod file change is not registering with the game.
Steps to reproduce the issue.
Create a mod with a common/defines/00_defines.txt file. Change the START_DATE in that file.
