Ideology:

In late July, 1954, the Prime Minister's brother and close advisor, Nhu, saw the need to create a powerbase for his brother, as it could be needed in the future, and strengthening his own political position in Viet Nam. Earlier in his life, he became heavily influenced by Catholic Personalism/Person Dignity Theory as put forth by Emmanuel Mounier, and he saw it as more revolutionary than communism and more transformative than liberalism and capitalism. The followers of said ideology believed that both capitalism and communism made people production instruments and mere gears in a factory. This both removed the so-called Right to Self-Determination and the dignity of the soul in the Human body. To stop this degradation of the Human soul, the followers of the Person Dignity Theory wished to revolt against individualism and materialism. The beliefs of the theory and Vietnamese personalism and the guiding ideology of the Can Lao Party (as it would commonly be known), is based on three "theories":
  • Personal and Intrinsic correlation
  • Individuals and communities
  • Personal and supernatural
Personal and intrinsic correlation include the importance of freedom and responsiblity that each individual has, and each individual has the freedom to make whatever choices they want, but are responsible to their community and the state. Individuals and communities is the development of the breadth of the people, with importance regarding family, society, country, and nature. Personal and supernatural is strengthening the human height of belief to achieve: "Truthfulness, Compassion and a United State."
To achieve the goal of the three theories (the third way)[1] it is necesarry to have increased vigilance on health, morals and behavior, and vigilance on wisdom.
To achieve the goal of the third way, it is important to implement the methods of Tâm Tức[2]. Tâm Tức includes having delf-sufficiency in thought to infer meaning, self-sufficiency in technical capabilities, and self-sufficient organizations as to promote individuals to take the initiave for the good of the community.

The individual is in the Vietnamese personalist thought something that must be subdued to be able to reveal the 'person', because the individual is not able to work towards the overall goals of the three theories, and thusly would indirectly destroy the state with their materialistic greed. The ideal person is one working, not for his own good, but for the good of his local community and the state as a united entity.

" 'The Person' is sometimes opposed to 'the individual'. In this, however, there is some risk of dividing the person from his concrete attachments. The self-reflective movement which constitutes 'the individual' contributes to the maintenance of the human shape. But the person is only growing in so far as he is continually purifying himself from the individual within him. He cannot do this by force of self-attention, but on the contrary by making himself available (Gabriel Marcel) and thereby more transparent both to himself and to others. Things then happen as though the person, no longer 'occupied with himself or 'full of' himself, were becoming able then and thus only to be someone else and to enter into grace." - From Emmanuel Mournier's 'Personalism'


Economic policies concerning the workers and labourers:

In 1953, Ngô Đình Nhu had met and allied with, Trần Quốc Bửu, a trade unionist who lead the Vietnamese Confederation of Christian Workers, and together they published a journal called "Society", and its "mission statement" was to grow support among the populace concerning the creation of workers' and farmers' cooperatives and unionization rights for indutrial workers in Saigon. It was believed that this alliance would bring the workers, labourers, and farmers to support the government in Saigon instead of supporting the Viet Minh.
It was believed that this would lead to influence the political program of the Can Lao party, so that it would follow a policy of unionism and co-management of national industry by representatives from the capitalists and labours.


The secret party:

The Cần lao Nhân vị Cách Mạng Ðảng was not first established to be a public organization of any kind, but rather a secret organization working to strengthen the power of Prime Minister Diem and weaken the opposition to his rule. Whether or not this was to be an effective meassure in securing his brother's power, was yet to be seen.
