As shown in the screenshot, I triggered mexican civil war through NF as fascist USA. Synarchist Mexico doesn't let me join the war, largely based on "Mexican industry compared to enemies: -20". But Synarchist Mexico's industry is way, way lower than (Non-Aligned) Mexico's. The estimates shown in-game are 3MIL/6CIV vs 28-23MIL/16-19CIV. So if anything that should be an added reason for letting me join the war, right?
