It’d be really nice if someone could document the generic Decisions, what triggers them to become available, what they cost, what they do.

Compared to the Stellaris Wiki, the HoI4 Wiki has some glaring holes.

Can't promise anything with a time-frame, but I'll check it out.
 
When I find a mistake, inclarity, or a needed update, I open the edit mode and try to make simple minimal changes that don't disturb the formatting and page structure - which I have occasionally recalled in part but just won't stand fast in memory against all the systems and details and formatting I need to keep in mind in other things. This should not deter contributions carefully made.
 
There wikis have article and section version tags to indicate the version they are accurate for.
as outlined in the thread, in version 1.5 the version the page in question is accurate for, the correct number was 4, not 3. the wiki said 3. the wiki was wrong.

The thread you linked is specifically about the 1.6 naval combat system. There was no fixed ideal ratios in 1.5, just rough recommendations.

There have been fixed ideal ratios since, from what I can tell, 1.0.

meaning 4 to 1.
despite that, 3 to 1. was on the wiki.

The comment behind this define is: "capitals / screens ratio used for creating FEX groups in naval combat". 99% of battles had just one fire exchange group per side in 1.5, the resident naval expert @Axe99 didn't even know they existed in the game. It had no direct impact on combat performance and likely the whole FEX concept was scrapped in 1.6.
1:4 was not the "correct" or "ideal" ratio. There may be many inaccurate things in the wiki but not this.

Yes but between that link and the assessment table, there were multiple sections about writing style, wiki formatting, linking etc. In the page's source it says {{raw:Central::Central:Style}} which doesn't seem to work. The EU4 style guide has the same problem, compare the current version and this archived version.

Something big appears to be happening with re-classifying the pages in the wiki. Practically all of the links in the Assessment column of the wiki style guidelines page lead to additional links that are all in the "Talk" (discussion) phase.

Further investigation of "Most transcluded pages" https://hoi4.paradoxwikis.com/index.php?title=Special:MostTranscludedPages&limit=250&offset=0 showed 227 items of which items 22, 23, 24, 25, 26, 156, and 162 involoved the key word "Country". Items 156 and 162 are waiting to be created and are respectively labeled "Template:Country navbox/Guides" and "Template:Country navbox/No Guide".
